MARK LARKIN FOR HAVELOCK MAYOR
MARK LARKIN FOR HAVELOCK MAYOR
Mark Larkin is a United States Marine Corps combat veteran, public servant, and community leader whose life has been defined by service—first to his country, and now to the people of Havelock.
Born on February 3, 1966, in Herkimer, New York, Mark grew up in Taberg, NY and graduated from Camden Central High School in 1984. He enlisted in the United States Marine Corps on November 8, 1985, beginning a 24½year career as a Communications Maintenance Technician. During that time, he supported critical missions and combat operations, including Desert Shield/Desert Storm and multiple deployments in support of Operation Iraqi Freedom.
In 1992, Mark was stationed at Marine Corps Air Station Cherry Point and made Havelock his home during and between assignments. When he retired honorably from the Marine Corps in June 2010, Mark chose to remain in Eastern North Carolina—putting down permanent roots with his wife Karen, a lifelong Havelock resident. Their family includes a daughter, Julie Hull, an Army veteran, soninlaw Jimmy Hull, and granddaughter Emma, who live nearby in New Bern.
Retirement did not end Mark’s service. He continued supporting America’s warfighters by joining the civilian workforce at MCAS Cherry Point, where he currently serves as a Telecommunications Technician, restoring and maintaining vital communications systems essential to base operations and national defense.
Mark also became deeply involved in veteran advocacy through the Veterans of Foreign Wars (VFW). His leadership abilities led him to serve as National Commander of the Military Order of the Cootie, the VFW’s Honor Degree organization. In that national role, Mark earned a strong reputation for fiscal responsibility, budget oversight, and practical leadership, ensuring that resources were managed carefully and directed where they mattered most.
At the local level, Mark volunteered his time with nonprofit organizations to build wheel chair accessible ramps for veterans and families in need—helping neighbors live safer, more independent lives.
In 2024, Mark brought his experience and commonsense leadership to City Hall by winning election as a Havelock
City Commissioner. As commissioner, he focused on protecting taxpayers while improving quality of life:
Negotiated a proposed fourcent tax increase down to one cent, reducing the financial burden on residents
Initiated the drafting of an ordinance to limit the number of vape shops, prioritizing public health and
community safety
Traveled to Washington D.C. to keep relationships up with Federal Lawmakers – to ensure future
success and the return of federal tax dollars to our Citizens and the City.
Mark’s approach has been consistent: listen to citizens, manage taxpayer dollars responsibly, and make decisions that
strengthen the community without unnecessary government overreach.
A Vision for Havelock’s Future
Now, Mark Larkin is running for Mayor of Havelock to bring steady leadership, fiscal discipline, and a lifelong commitment to service to the city’s highest office. His record reflects a leader who understands budgets, respects taxpayers, supports public safety, and puts the needs of the community first.
For Mark Larkin, leadership isn’t about politics—it’s about service. And for Havelock, it’s about building a stronger, safer, and more prosperous future together.
This November 3rd, Havelock will have a choice between more of the same or a new vision to make our city better. Don't sit on the sidelines. Go vote and fight for Havelock's future!
